The black plastic pipe under the dash , is an open vent pipe , not supposed to be connected to anything .
If it is connected to a vacuum source under the hood ,(test by unplugging it under the hood with the engine idling) , then , IMO it's not connected to the right place , it's supposed to be connected to either the HVAC or the tranny vacuum shift valve in the IP IIRC ~ my 300CD isn't here else I'd run out and pop the hood and give it a gander....
The vacuum resivoir black plastic pipe , OTOH , doesn't go under the dashboard atall ~ it goes from the underhood rubber 'Y' connector , over behind the brake booster and thence out the inner left fenderwell to the hidden vacuum resivoir .
Please be *very* cautious when playing with the vacuum hoses & pipes , alwasy do *ONE* at a time then test drive to see , before making another change or setting the last thing back to how it was .
There shoud be a silver sticker on the radiator core support that clearly shows what pipe & hose goes where , life being uncertain occasionally Rolf grabbed the wrong one when your car was assembled ~ my '84 30CD Diesel Sports Coupe for example , has the vacuum diagram for the M-110 GASOLINE engine variant.... (imagine rolleyes emoticon here) .
As I received a iPOD Saturday , maybe soon Tom and I will begin taking and posting better explanitory photos for you alls .
