Go ahead an poke at all the other places on the car. Don't be easy with
it. Grab a medium size flat blade screwdriver and tap on several other
places. If the screw driver pushes through in many places, it is
probably too far gone. If it only goes through in a small location, and
the rest is solid, then you may be able to weld in patch panels.
The next question is labor costs. In many places, no one will weld on
rust patches. It isn't worth their time. They can get the big bucks on
accident body work. If you do find someone who welds patches, get a
worst case estimate. This is the point that I check to see what tools
it takes and the time to learn/do the repairs. It may just be a tig
welder, metal, grinder, bodywork tools, and considerable weekends.
