There are methods to replace that vacuum element without having to take the dash apart. I believe one way is to only replace the diaphragm, not the entire element. You have to buy the entire element, then take it apart (it unsnaps or unscrews), take out the rubber element, and then somehow reach up under the dash and do the same to the existing broken element, swapping out only the rubber part. I have seen homemade tools for this job for sale online but I have never bought or even seen one. The people who sell them don't post pix probably because it's something similar to a bent paper clip, who knows. I thought I was going to have to do this job but when I got to looking at it, lo and behold, I discovered that the diaphragm was working fine but it had come loose from the door flap that opens and closes. So I just installed a little nut and bolt into that hinge piece and it now works fine.
