I just put a quart in yesterday. I've never been checked by CHP in 20 years, but you could always keep an empty jug in the trunk to argue your case.  And, take it to court if you were ticketed - but I think it would snow in Saudi Arabia before that would happen. Live dangerously and go fo it.  I can just imagine my wife getting pulled over and the cop asking her to open her fuel cap so he can stick his dipstick in. Don't think she would be amused.
