Re "we've okayed previous 'road use' tax increases and EVERY TIME they've been raided for general budget use"  -  amazing how that has happened over the decades. I used to go with my grandfather to 'gas up' at a station around Central or Avalon and 78th Street around 1947 and the price per gallon was 13 cents or less. When I started driving in 1956 it was 23 cents. Gas taxes are kind of like payroll deductions - once they get their nose in the tent, their butts aren't far behind. Robbing the gas tax in California for the General Fund may have been brilliant political thievery, but it was highway robbery (pun intended) by crooks in my opinion.
