It isn't the vac pump. The locks actuators have two diaphragms each (if I remember correctly) with a locking hose and a unlocking hose. Obviously there is either a leak in your unlocking actuator or in the plastic hose going to it.
Some times the vac pump will produce enough vacuum to overcome leaks if you activate them with the motor running. Not always. Mine leaked down immediately after shutting the motor down but had enough vacuum with the motor running;.
