I have a similar problem on my 81 wagon. When the engine is idling it gets hot fast inside the passenger compartment. at speed it starts to cool off. I have been blaming it on the little circulating pump up by the right headlight. It was froze up tight. I replaced it with a junkyard unit that would turn and things are better. But not by much. apparently they worked fine at one point so I can't fault them for design. but you might want to check the pump. Also on mine the key return spring does not return the key to the #2 position from start. When that happens the blower does not work. Nor do the vacuum controls. Can you hear the vacuum thingies moving? I also suspect the fitting on my engine is rusting closed. But it's not bad enough to make me want to fix it yet.
