I have a similar problem on my 81 wagon. When the engine is idling it gets hot fast inside the passenger compartment. at speed it starts to cool off. I have been blaming it on the little circulating pump up by the right headlight. It was froze up tight. I replaced it with a junkyard unit that would turn and things are better. But not by much. apparently they worked fine at one point so I can't fault them for design. but you might want to check the pump. 

Also on mine the key return spring does not return the key to the #2 position from start. When that happens the blower does not work. Nor do the vacuum controls. Can you hear the vacuum thingies moving?

I also suspect the fitting on my engine is rusting closed. But it's not bad enough to make me want to fix it yet. 

Just some ideas.

My 1982 300CD turbo coupe has a heating issue.  When I first drive the car on a cold morning there is no heat at all coming into the interior of the car.

But if I stop and turn the car off, even for a short time, I can get back in the car and the heater is working fine.

Any ideas on what would cause this quirk?
