Bogy,
I am able to hear my vacuum system closing vents ect. I don't have the ignition problem you describe so my next move is to check the aux. pump that you referenced.

I have been blaming it on the little circulating pump up by the right headlight. It was froze up tight. I replaced it with a junkyard unit that would turn and things are better. But not by much. apparently they worked fine at one point so I can't fault them for design. but you might want to check the pump.
