That bracket appears to be the mount for the aftermarket AC system your car is equipped with , sadly you'll have to loosen or remove it , usually there's a 90° bend in part of the bracket , find that and the bolt in that bent part , loosen or remove to allow sufficient movement to access the bolt .
Remember to hand file the opening in the bracket so the next time you'll be able to reach this 10MM ATF bolt easily . use a large round file only to prevent stress cracks from occurring .
