_Before_ you take it all apart, get out your Mity-Vac tool and vacuum test both the waste gate and ALDA ~ both had vacuum leaks on my Coupe so no wonder I've been having endless problems ~ things I didn't know to test were wonky .
Interesting that all this turbo talk comes up just as I'm about to rebuild the one for the engine going into the Wagoneer. On Friday, I ordered both the rebuild kit and the new, balanced shaft from Bergsma (yeah, $$$!!); they should be here by the end of the week. I am most certainly going to go over the wastegate with the eye to increase the boost just ever so much when I re-assemble the turbo.
Right now, I'm mostly waiting for all the hardware (nuts, bolts, hoses, tubes, bracketry, etc.) to come back from the metal finisher. In the meantime, I'm cleaning, stripping and painting the block/head, pulleys, air filter housing, and other assorted and sundry iron and steel bits, in preparation for the big install.
