I have a Sanden compressor and a new typ larger, cross flow condenser with R134a .
On the freeway after a while it dropped to 56* F , as soon as I was off the freeway it raised up to 58* F, this with the fan on high .

That seems somewhat high. You should be seeing around 45 deg f at the center vent at low speeds. If I was you, I would have it evacuated and recharged at the correct volume by weight. Did you replace the drier when you refitted? If not, your desiccant might be perished. Also make sure your condenser fan is working.
A couple of precautions when handling a retrofit system: Do not use sealers. Dyes are OK. Do not use mineral or PAG oil, use ester oil only. I is compatible with retro systems and will blend with remaining original oil with no issues.
