Not sure if that applies to America but that's the basic rule here in
Australia

Classification of hitches in the U.S. are dependent upon the method of transferring the load. The Class one hitch is only attached at the bottom of the bumper by two bolts and to the bottom of the trunk by double plates with three. At second class hitch, if available, would use the frame exclusively. This car, not having a separate frame, could not carry a class 3 hitch.
Anything more than 500# is very much the tail wagging the dog.
