Only ONE line bleeds , to to more you'll have to rotate the engine and pump some more....
Are you sure the glow plugs are working ? .
Valves adjusted ? .
Maybe use a hair dryer to put warm/hot air into the intake ? .
Once one cylinder begins to pop you should be able to keep cranking it , throttle to the floor as one after another cylinders, cut in.....
Now you'll know to nevr again install a partially filled secondary fuel filter .
Guess how I learned this ? I had the car die cross wise in my narrow side street for 30 minutes whilst I figured it out .

After a thousand pumps I can only get one cylinder to weep & pop. Worn down the battery 3 times. Banjo on top of secondary blead. Banjo on engine side of injection pump blead. I am at a loss as to why it's so hard to fill the injector lines with fuel. Original problem started when I was showing a newbie how to change the secondary filter. I never have done it cold only (new filter was only half full) and then I allowed the newbie to start the car. The engine stalled cause the newbie didn't floor it. That is where I stand.
