Batteries are fully charged at 12.63 volts. That being said, it is
possible to maintain a slightly over charged battery at 12.8 or maybe
even 13 on some batteries. The alternator must supply a voltage in
excess of what the normal battery voltage is. I have had VRs that have
charge rate anywhere between 13.5 and 15. The VR is what protects the
battery from an excessive over charge either by tapering the charging
voltage or cutting out as the battery approaches maximum voltage.
