It sounds like the start should be replacing the fan brushes....
I'd also go buy 15' of correct sized vacuum hose and a good pair of dykes and begin replacing hard or blubbery vacuum hose bits one by one...
Trying to replace more than one at a time , almost guarantees mis routed hoses and further troubles .

Sometimes it works totally fine - vent, a/c, defrost, all working as it has for the eighteen years that I have had the car. However, occasionally the fan does not come on - i can hear the vent and defrost flaps moving and can hear the ac compressor kick on as i push the different buttons, but no fan. Later the fan will start working. Also, not sure if this is related or not, but I am still having vacuum issues. When I start the car the air flow through the vents is low and sometimes the locks do not work, but quite consistently, if i turn off the acc, drive for about thirty seconds, then turn it back on, everything (acc, locks) all work fine, until i next shut off the car. Does any of this make sense? The car has 167k on it and the acc pushbutton assembly and fan, etc., are original.
