Read up on the state law. NH is as follows. They used to have a rule that the vehicle must stop from xxx mph in yyy feet. Now it is as below.
5) Parking brake:
a. Does not hold the vehicle with engine slightly accelerated in low gear;
b. Does not hold the vehicle on a 20% grade; or
c. The pedal or lever reaches its limit before the brakes are set;
You may meet b and c, but a could be an issue with the high torque of the diesel. Also, these brake pads are really small diameter, so they don't hold much. Is there any way to detune the engine? They don't require that your engine meets full power.
One thing I learned from my factory manual on my Duramax was how to burnish the pads. GM has you speed up to 30 MPH and brake hard to a stop. I believe it is about 10 times, with enough time for them to cool in between. Maybe try this with the E brake.

My 240D has the red 'R' of shame. I failed Mass. inspection due to a faulty e-brake. The e-brake has never really worked all that well but it has gotten to the point where it didn't cut it for inspection.
I actually replaced the shoes about a year ago thanks to the brake material being worn down due to it being left applied while driving. I have since replaced the e-brake light to prevent that from happening again :-).
Since the failed inspection, I took as much slack out of the cable by turning the adjustment bolt as far as it would go and also the star wheels for each brake 'till they were just starting to drag. I also lightly sanded the brake material and inside of the drums and sprayed them with brake cleaner to clean off any possible contamination.
It is definitely better; the pedal doesn't go all the way to the floor but even if I push it down as hard as I dare, the car still moves with just a touch of throttle.
Anyone have a similar experience? Any ideas on what's going on?
