So guys, what do you things the odds are that a valve job will help this engine?  A complete rebuild is way outside my skill set, and also my budget.  Has my beloved 240D become a parts car?

One thing you can try is to put some relatively heavy oil in the cylinders, obviously not too much.  Just enough to coat the cylinder walls and see if the compression readings change.  If they remain the same, the chances are a valve job would be the way to go.  Pull the head in any case, you'll have a better idea of the condition of the cylinder bores then.
