Larry,

I'll side with Brian here. Before tearing out the engine shutoff device,
test it by applying vacuum directly to the device to see if it shuts
down immediately. It should. Usually, the engine shutoff device is not
the problem. Like the rest of us here and there, you most like have a
vacuum leak somewhere, that is causing it not to shut off. How are the
door locks working? (do you lock the doors when you drive? try shutting
down with the doors locked) the fuel door and trunk locks, AC pods in
the dash, directing air flow, etc? Also, around the oil filter area,
tubes get knocked off, and mess up the vacuum. The vacuum line
connectors can also wear out after all these years. Occasionally, the
vacuum valve at the key gets messed up, though this is again rare.

If you don't already have a hand vacuum pump, buy one. You'll need it
again.:)
