Here we have a $10 core charge on the R-134a can, which you get back.
I need to top mine up every once and awhile, so I just keep the kit in trunk.

What new regulations have been re-instated? At the auto parts store I work at, we're still selling R-134a to whomever walks through the door (now only $7.99 for the small can, half of what it was 5-years ago), still not allowed to sell R12, same as the past 20-some years.

The government recently re-introduced freon sale regulation, so you can't buy your own anyways.
