I believe that's a fuse. A fresh one might prevent it from being a resistor, a good thing if you intend to get full voltage to your glow plugs. I am not educated on the early 220D setup. I forget what my '74 had, possibly as you describe on your 220D. I do know that thing would start perfectly, but the PO was a perfectionist and I am sure if it needed anything, he had it done right.Also there is a huge resistor(sort of thing) under the hood, mine looked so bad, old, rusty, I could not believe it still worked.
