First thing :
*CAREFULLY * remove the long vacuum pipe between the engine and brake booster , most models have a metal support you *MUST* undo else you'll break it when it flexes .
Then , remove the brass conector that attaches the pipe to the vacuum pump being _SURE_ to use only a 6 point socket (either 17 or 19 MM , I forget right now) , wipe all the oil & dirt off it and try to blow through it both ways ~ my bet is : it'll blow both ways and it shouldn't do this as it's a one way check valve , often the disc either has a groove worn in it so it leaks or the disc crumbles and falls inside the pump further complicating things ~ if the valve is wide open & blows both ways , start the engine and let it run a while , have a nice hot cuppa while you watch the open pump like a hungry hawk watches a mouse , rev. the engine occasionally , in due time you'll see tiny bits of crud (the disc remenants) come flying out of the open pump , stop the engine and replace the check valve with a new (or used) one and marvel at how it now reaches 20" of vacuum 30 seconds or less after you start the engine .
Don't stop the engine as soon as you see the first bit of crud come flying out , Tom's car had multiple bits of dead valve disc in it that kept cloggng the new valve we put in , frustating as it'd check out fine but loose vacuum as he was driving , this caused hard brakes and greatly increased pedal effort....
Be VERY careful to not allow any dirt or crud to fall inside the pump as you're working on it ~ this is why I always try to keep my engine clean , it facilitats repairs .
Like most mechanical repairs , first thing is proper diagnosis then you have to address the various bits in the proper order to achive satisfactory results ~ as soon as you have good vacuum , the rest will follow faster & easier / better than you think .

Vacuum pump is coming off for a rebuild this weekend, though. Vac gauge was mostly wobbly and only a few inches. Probably just enough for it to shut off. Brake boost also very weak. At least I can work on the pump in the basement. I ordered their catalog. Lots of good stuff on their website.
