In my case ;

I respray the entire car , after sanding down the old ruined two stage paint job .

OTOH , I know some folks who've carefully scraped off the flaking part with single edged razor blades before re sealing with clear coat .
Understand , this sort of job is never going to look like an expen$ive paint job...
