The outside, plastic housing of the modulator with the vacuum connection 90-degrees from the transmission is held on with a mere spring clip. Internally, the vacuum connection is sealed by an O-ring from that outside housing to the metal fitting on the modulator (inside of which is the screw adjustment). The outside, plastic housing relative to the main metal body of the modulator CAN rotate about rather easily. If the whole MODULATOR is rotating, then something's not right....
