I agree on cleaning, torquing of bolts. These new bolts will allow the bolt to turn backwards a couple of degrees until the lever arm hits. This will lose the preload on the bolt and let it be loose. This will cause the bolt to break, or some motion of what it is holding.
These would be similar to the castellated nuts and cotter pins for axle nuts. They are used when you don't need the bolt to be tight. A small gap is allowed.
