There's your problem...
R4 pumps were junk from new. GM's answer to cheapening the old A-6, probably the best pump ever made.
Seeing as how it's proving to be pretty leak-proof, you should be able to take it to most an qualified shop with AC service and get is sucked down and recharged.
The government recently re-introduced freon sale regulation, so you can't buy your own anyways.

That seems somewhat high. You should be seeing around 45 deg f at the center vent at low speeds. If I was you, I would have it evacuated and recharged at the correct volume by weight. Did you replace the drier when you refitted? If not, your desiccant might be perished. Also make sure your condenser fan is working.
A couple of precautions when handling a retrofit system: Do not use sealers. Dyes are OK. Do not use mineral or PAG oil, use ester oil only. I is compatible with retro systems and will blend with remaining original oil with no issues.
