I have re-certified for the third time. The first time was just when they began phasing out R12 and recovery equipment was new, back in the 80's. When I got back in about eight years ago, my certification was not honored, due to bureaucracy snafu. Then about two years ago, they dropped the entire program. My machines were inspected, I had to keep logs of freon in and out. My recycling kegs had to be certified. Of course, the EPA could not afford to keep the field inspectors on the job, but woe unto any seller who got caught.
Now, there is a new test to be a certified buyer. Gone is the inspection system of yore. I did mine in January just before my busy season started. It include the bulk of the old freons, but it also has a section on the latest twist, a freon designated as R1234yf.

I read now that small cans will continue to be made available.
