This sounds like it's time to take the dash out and replace the heater core .
Be aware this is a fairly big job and the heater core ('Matrix') is getting hard to find and *VERY* $pendy too ~ I'd research the job before taking anything apart .
Is this a Kilma I or Klima II system ? .

My old NA Coupe suffered this and the only way I was able to stop the constant coolant leaks in the footwell was to run a non pressure radiator cap from a '41 Chevy .
No , it never overheated nor did it begin using coolant , it just bugged the hell out of me knowing it wasn't right .
Once the pressure was relieved , the Aluma Seal was sufficient to staunch the leak .
