You made some mistake in the calculations is a NA W-123 chassis car , never , _EVER_ gets 37 MPG's when driven over 1/2 throttle or above 60 MPH for multiple reasons .
As soon as you exceed 60 MPH , the brick like aerodynamics of the chassis come into play and the fuel mileage drops like a stone .
Flat footing it also wastes large amount of fuel .
The DPO telling you he got 47 MPG's means he's a FLAT LIAR and cannot be trusted to have done anything in maintenance he claims he did , yes many have access to blank invoices and cobble them up to raise the resale value of an used car , sad but true .
On the flat , your NA 300D should be peppy off the line from a dead stop and not run out of power until about 50 MPH .
If not , it is tune up time .
