The fix is dead simple : go order up and install a BOSCH branded voltage regulator ~ it's *instantly* raise the charge rate to 14 VDC off idle and you'll love it plus have easier starting this Winter .

The alternator is rebuilt from a real alternator/starter shop for $85.00. Voltage regulator and bearings were replaced. I am not sure how it passed at O'Reilly's the day before and was dead when tested at the alternator rebuild shop.
Also the correct size belt is on now. I am charging 12.8 at idle underload and 13.5 when revved. No problems but that still does seem a little low.
