I'd toss some coverals (or other get grubby Work Clothes) into the car and drive it to the gas station that has the tire hose with the lever squeezy thing on the end to fill your tires and use that to blow the clogged pipe clean from underneath the car , filler cap _OFF_ of course .

Then change out of the now gruby clothes and motor on home happliy , stop for coffee etc.

It's prolly just a mud dauber wasp's nest in there .

Or , you can totally unload the trunk , remove the black sheet metal safety firewall , loosing several 8 MM ATF head screws in the process , remove the tank spiling Diesel Fuel everywhere so the wghole car will stink of Diesel this winter and springing your lower back , then undo the steel pipes , losing the special hose clamps and tearing the special Dealer Only backordered hoses and seals , then use a hand bicycle pump to maybe blow out the blockage in your drveway , further pi$$ing off SWMBO and amusing your neighbors and the Landlord , killing the flowers & grass where the spilled Diesel Fuel runs off.....
