Like others have said, there are many reasons for a rough idle. The Rack Damper bolt only needs to be replaced if it can't be adjusted properly any more. It's on the back of the IP and has a lock nut that you loosen, and then slightly adjust the bolt tighter, while idling, until the idle evens out, then re-tighten the lock nut.
