Mine has the steering wheel lock. If you don't turn the key, you don't turn the steering wheel.
You may jump start it, but it better be a straight road.
Did she try pulling left or right on the steering wheel? Sometimes if there is pressure turning the wheel, there is more friction on the key lock.
