Just for grins , try driving it WOT with the fuel cap removed .

If no help , park where you can make a mess and disconnect the fuel feel line and observe how the fuel _GUSHES_ out , it *must* be a strong 7MM stream and make a BIG mess in a matter of seconds else there's a fuel flow problem , could be a stone dented the feed pipe underneath the car .

DO NOT stupidly reverse the feed & return pipes for testing ~ this is how folks ruin the injection pump ( !$!$! ) .

Surging & loosing power @ speed is almost always a fuel supply problem , try some Startron by Starbrite at your local boat store . maybe a full bottle of DIESEL 911 by power Service , at your local BIG RIG Truck Stop .

If you have a translucent intake screen , get ride of it RIGHT NOW ! replace with a clear plastic one , my buddy's 240D lost power like this right after he replaced the intake screen , I looked at it and saw no fault but it's didn't flow enough , he replaced the old clean one and all was well again .

I wanted to test it in my 300D but he was pi$$ed off and so tossed it out in a fit of pique .
