Relays are used to switch a high current (amp) loads.  Bosch relays are the best,

if one went out, they are easy to source, used on Audis, VW, BMW, etc.

Yep, if you remove the pump and hard-wire to a 12V DC source, it should spin, if it's any good.

I thought that maybe taking that pump out might unseize it a bit.  But would the pump run when jumped to the battery without the relay in (hooked up directly to the battery).

I would think it would.
