Yes it should .
Peer in the inlet , there's a tiny mesh screen ~ it's prolly got a buncha rust / dirt flakes in it .

I thought that maybe taking that pump out might unseize it a bit. But would the pump run when jumped to the battery without the relay in (hooked up directly to the battery).
