For the time being, I removed the starter wire from the solenoid-- ran a wire that I can use to "jumper" to the battery for starting-- no more starter "clashing" against a running engine..
I also removed the bulbs from the back up lights..
So far, it's kept it from blowing the fuse..
I'm going to replace the iginition first-- then the NSS.. The starter usually can't engage after an "attempt" to start, without turning the key all the way off, first.. Of course-- that realistically does not explain the "reverse" lights being on, in any "key on" position..
Six more weeks of winter..
