Yes , _ONLY_ from underneath .
There's a U shaped sheet metal thing you grasp with pliers (or your hand if you're Popeye or The Terminator) and pull -slightly- downwards and give it a 90 degree turn , then the entire hood star is easily removed from the top so you can address it's problem .
1/4 turn ONLY ! forcing it more , will damage things .
