They sure can!  That's why I used a "killing cones".  Honest that's what they're called, they sell stainless steel ones. Some people use beer or soda boxes.  I got traffic cones, cut them down so I could stuff the bird in with it's neck out "just enough".  I holds them so they don't do all that crazy stuff.
