This is from the W116 SD factory service manual. The servo is mounted on the firewall on these cars, but the hose routing is similar for the W123. The routing diagram is on the last page:

I'd wager the entire servo has been bypassed on your car....
I suggest you take a look at the factory manual on the Klima I (aka AutoTemp II) system:

You'll want to ensure the servo is not cracked or leaking, and the motor in there can still spin. Then, take a look at the amplifier, located just behind the glove box.
If yours is cracked and unserviceable, and you can't find a decent one in the yards or eBay, new, aluminum-bodied servos are available for $360 from:

They also sell the amplifier for $100. So, for right around $500, including new auxillary pump (should you need it), and your time, you can have an essentially new automatic climate control system.

Ok There are 4 hoses coming in and out of the climate control sensor near the
front of the car. HOw do I find out what they are and where they are supposed
to go. I have one hanging in the breeze which I suspect is the hose to the
electric water pump. I only get defrost on high. Lawrence Rhodes........
