I solved the mystery. After removing the instrument cluster and poking around with the tester, replacing fuses, etc., I finally found the problem. The socket that the brake bulb goes into was not conducting current. I replaced it with the bulb and socket that goes to the low-fuel light (only worked once since I've had it) and now it works correctly. Someday I'll figure out what's wrong with the low-fuel light circuit and put in a new socket/bulb for that.

As a side benefit, my trip meter is now working (yay!) but the reset button now doesn't do anything (boo!). Oh well, at least I can measure tenths of a mile now.
