Dead glow plugs will cause the light not to light. I assume the flat fuse at the end of the relay box is intact,clean and tight. The fastest way to check the glow plugs is with a continuity tester. Disconnect the plug in the relay box and check for continuity between the wire at the head of the glow plug and ground. This won't tell you how good the plug is, but it will tell you if it is working at all.
Made up set of jumpers using 12ga stranded house wire and proper ends, installed my new set of pencil glow plugs. #4 plug was toast.
Glow plug lite came on and it started right up.
