That's what I expected .
What it does is modulate the flow of hot water through the heater core (' matrix ') so you don't get cooked by too much heat .
I don't understand it but apparently Victor installed a defective new Monovalve and didn't bother to test it in August....
Shame on me for letting it go , my old but new Monovalve he took out is long gone by now .
