You're neglecting the inherent rotational friction in the compressor clutch bearings and the drag caused by moving the belt through the air. Oh, and I almost forgot the drag caused by bending the belt around the pulley as well as the frictional drag caused by the belt attaching itself to the pulley and detaching itself again at each rotation.

Cutting off the belt serves no purpose ~ it doesn't save any power etc....
