I believe the symptoms of bad brushes is that the blower motor will frequently refuse to start unless you start it at the highest/fastest setting, then it will run at any speed once it is going. So if it won't start on low, but will start on high, and then run on low after it gets moving, that could be the brushes. I don't know what car you have this problem with but you can get $100 blowers for the W123s now from most of the online parts houses.
