I went to the bone yard and got some replacements. In the areas where the rubber attachments were broken off, I put a short stainless screw through the hole into the rubber from the inside and used GE Silicone sealant around the screw from the inside, essentially making a grommet. In retrospect, I think I also used some silicone between the rubber and the chrome bumper and cut away the excess after it dried.
