You're pretty much screwed Chip ;
If you can remove the flaking clear coat without damaging the underlying ' Petrol Blue ' paint , then you can have the car re sprayed with clear coat , this actually works out really well but only used car paint shops will ever do it because there's always blemishes remaining and body shops just don't believe we'd be happy as long as it's sealed up again and glossy , no matter the stone chips and scratches .
Good luck , DO NOT try waxing / polishing the paint below the clear coat ! .
Yesterday Jr. and I saw a super clean looking Petrol Blue 300CD Sports Coupe on it's way to some junkyard.... it was shiny and glossy like new but was missing a wheel and the tow truck hauling it , was from some scrapyard ~ I nearly cried .
