Stan, it's made of two pieces.  The inside part (the stud) is a pin with a head that sits above (or, in this case, below) the outside part (the "washer").  You need to get under the head of that pin with a screwdriver or a knife, and pull it from the outside piece.  When you get the inside piece about 1/4-inch or so out, the whole thing will draw out.

How do you remove the vacuum reservoir from under the rear glass? It
appears to be held in place by a stud with a washer on it but it is not
a screw head.
