Its not just the engine size as some coach manufactures change the size of
the oil pan.
I have a 94 Monaco Dynasty with a C 8.3 that the Cummins book calls for 22
quarts but 20 brings it to full. You have to be careful of the long oil dip
sticks as the coach manufacturer provides them and they are sometimes
mismarked. Your 95 may have a Cummins installed dipstick under the exhaust
manifold. That is the bench mark to check the accuracy of the longer dip
stick. The only way 28 quarts would fit is if the pan is far larger than the
normal RV pan on the C 8.3 To be sure check with CC.
Here is a tip. Get a Fumoto valve instead of the stock oil drain plug. You
control the flow and its easy to drain the oil into empty oil jugs with no
mess.

My manual says I have about 28 quarts of oil in the engine. I have
done six oil changes and each time have drained @ 20 quarts from the
system and filled with about twenty quarts. The quantity includes the
oil filter and spillage (which I always seem to accomplish).
My measurements are reasonably accurate. I have done the oil change
with the rear wheels on a 6 inch ramp and also on the ground with the
coach leveled.
What is your experience with this engine as to quantities at oil change?
