The fan should be stiff to spin when hot , easier when cold .
The electro-mechanical thing is often called " The Evil Servo " and it's part of the Klima-1 HVAC .
On your W-116 it's up against the firewall near the battery ~ look for a big thing with lots of vacuum hoses/pipes and a lot of wires connected to it .
Often the coolant hoses are by passing it because it failed & leaks .
Google " Klima 1 " to see pictures , it's a funky system designed by Chrysler Corp. back in the 1960's and used under license by Mercedes from 1978(+/-) 1980 . parts still avILABLE BUT BETTER TO UPGRADE TO A DIGITAL SYSTEM .
Before buying a new or rebuilt servo , take some time to flush the cooling system really well , lots of older posts about my troubles with Klima 1 HVAC and the resulting cooling system issues .
I ' read your mind ' because I'm a Mechanic and I bought TWO '78 Diesel Mercedes' both had this wretched system and me eing hard headed , I learned how to fix it instead of up grading to the digital system , far easier and much better .

I checked the expansion tank and the coolant was low. The cap rubber seal had seen better days so I replaced that.
Is the fan clutch supposed to be real loose so you can just spin the fan easily? Right now after driving it, it's sort of stiff.
